1. Insert the SD Card or pen-drive into a working computer running on windows OS
2. Open CMD as an administrator
3. Type disk part and hit enter
4. Select disk to clear read only e.g. select disk 2 and hit enter
5. Now type attributes disk clear readonly and press enter
6. Now exit from CMD and format your SD card or USB Pendrive.
This will remove write protection from your SD card or USB Pendrive
